This is an interesting project - I'll let the creator of it explain things in his own words:

"I'm a graphic creator with a dream of it become my full time job. I'm working in pursuit of that goal and I hope to change my luck with my kickstarter project.  The kickstarter is called "Indie Graphics Builder". It's never been done before. It's to help game developers quicken game production and lesson costs.  With it, you can build unique creations by dragging sprite assets together. The Kickstarter page will explain in more detail."
